Tahoe Village is a subdivision located generally at the top of and south of the crest of Kingsbury Grade in Douglas County, Nevada. Tahoe Village was created in 1970 with the recording of the Alpine Village Unit No. 1 subdivision map. This map was recorded prior to the adoption of the 1973 Subdivision Map Act in Nevada (NRS 278) and as such, the project was not provided the scrutiny that was subsequently required by NRS 278. As a result, many parcels created by this subdivision map were platted without respect to existing physical site constraints, particularly topography. This has posed many problems for property owners and developers in Tahoe Village over the subsequent decades, including numerous subdivision map amendments to relocate these original platted building sites along with variance requests to deal with unique site features and building constraints associated with steep slopes and limited infrastructure.
A review of the amendments to the Tahoe Village subdivision maps(s) reveals that the majority of these amendments resulted in the consolidation of units. Since the Tahoe Village Association bylaws limits the amount of coverage to that which existed in the original subdivision map, the status of this additional coverage created by the past consolidation of units may provide an opportunity for the association to address issues of potential redevelopment of older buildings which exhibit years of deferred maintenance.
Skyrocketing property values within Tahoe Village appear to have created market opportunities for the redevelopment of these buildings. This redevelopment may take on forms not heretofore found within Tahoe Village, such as the “deconstruction” of a multi-family building into individual single family detached dwellings.
R.O. Anderson Engineering, Inc. was engaged by the Tahoe Village Homeowners Association to analyze and provide policy recommendations to guide future Board decisions, the future relocation of existing building envelopes, development rights, and excess coverage within Tahoe Village to promote redevelopment and maintain the quality of life of the existing residents.
